Interesting. RF energy can heat tissue, in the same way as a microwave oven heats food. It's non-ionizing radiation, so shouldn't have any detrimental effect to cells, as long as the field intensity isn't high enough to cause burns. I'd definitely not use a VED on an uninflated implant.
My concern would be stretching the penis off the implant, and a cylinder moving out of its proper position.
