Inflatable implants come in set lengths that vary depending on the manufacturer. Malleable implants can be cut to length, but I’m not sure if there’s a minimum that a surgeon would be willing to cut it to.

No, there are many sizes the surgeon has available. Of course that depends on the type of implant you want.

Not that I'm aware of, unless for maybe a rare condition of micro penis which could require other surgery.
If you're around average size, or even a bit less, I wouldn't think it should be a problem.
Also if you've lost size due to atrophy from prostate surgery or another medical condition, using a VED daily may help recover some of it.
And surgeons can do a lot of things to get the correct fit.
