The implant should have been inserted half way up into the glans. This is how implant patients get hard in the head. The glans has it's own blood supply so between that and a good surgeon doing a proper implant job, you should have no problem getting your head hard.

From his last posts I am not sure if vagabond is properly distinguishing between being undersized or not having proper glans engorgement.
