While tumescence is not an erection, insertion of a device into the penis that may occlude venous leakage seems to be able to help.

Yes, it is. There is another study (I don't have the link) that has to do with inflatables where one man was able to get an erection sufficient for penetrative sex at least once and 50% of the cohort were able to get some degree of erection greater than before implant but insufficient for anything significant. But 50% and limited stiffness suggests this is not to be relied on.
