I’m looking for advice on what is the best pump for the money? I have the one I bought after the surgery but that cost $200.
Needs to have several tension rings.

I manged to find an Encore Erecaid on Ebay for about $60 some years back. Rings can be had at online diabetes stores for ~ $10 a piece. It's had plenty of use and occasionally the pump plunger pops off but otherwise it's a solid product.

best pump for the money

It kinda depends on the intended use. If you don't need to load restriction rings and are using for rehab, then a lower cost pump with a gauge from ebay will work well. If you are intending to use it for sex you probably want a medical grade pump that uses restriction rings. The Encore mentioned earlier is an example of a medical grade pump.
Married 50+ years. Use VED for sex and do
daily exercises with both water and vacuum pumps.

I have successfully used the Soma Therapy OTC System from Augusta Medical Systems for about ten years.

Manual pump - $199
Battery Pump - $299.

However, I found the Osbon tension bands work best.

I like the penis pump. I felt really small and limp most of the time. I didn't have anything to grab. About 2.5 inches and very limp. Have you ever tried to grab a limp 2.5 inch penis. I could orgasm if I could just gray penis. I couldn't even get my penis through briefs and jeans to urinate.
I got the pump and started getting more length. It didn't happen over night but it got bigger. I've gotten to where I don't use the rings often. Sometimes the Viagra is enough and I don't use the pump at all.
I still like the the pump for exercise.
So hang in there. Follow the doctors advice. Keep trying. Be patient.
