Hello, implant advice, and Dr. Roseman

Merry Christmas, Franktalk members! I've been reading this forum for a few months but this is my first post.
My major urological problem was a urethral stricture since about the age of 16; I am 36 now (today actually). I don't know if it's totally organic, a product of the stricture and its surgeries, or a combination of the two but my ED is really bad. Pills and injections don't work anymore, I have not and will not try the urethral suppositories for fear of causing problems with the stricture. I have a Unysen VED but sometimes i can't get it to "grab on" - I have to be a little aroused and inflated for it to start working.
I'm going to continue VED sex with my g/f while I can but it is unsatisfactory. The blood seems to drain slowly out of my penis no matter how tight i pull the band. The 30 minute limit is also somewhat stressful.
Basically, I'm going to need an implant sometime soon. I wanted to go to Dr. Kramer but I live out of state(Virginia) and cannot get insurance to cover me (I have been researching and calling insurance for months). Dr. Kramer's surgery is $24,000 upfront and I make barely over $24,000 a year so it's not really an option for me.
My current urologist is Dr. Roseman. He is a great guy and does implants both at the hospital where I see him and the VA. I discussed the implant with him last visit and he sees the prosthesis as a last resort. That being said the results of my (doppler test? I forget the name) were pretty, pretty, pretty, pretty bad. I asked him about size after surgery and he said that if I grab my penis and stretch it out, that is the length it would be. Does that mean it will be the same length as my current erections? I should've asked more questions but I like to forget things at Doctors' offices.
My plan right now is to get the surgery with Dr. Roseman, which will actually cost me nothing and if there's a problem to take out a personal loan and visit Dr. Kramer. Any opinions on this would be greatly appreciated! Also does anybody here have an implant from Dr. Roseman? I'd love to hear about it. Thank you all so much for taking the time to read this.
