Glans / Rear tip extenders

Hi, are the rear tip extenders supposed to sit in the glans when the penis is flacid or is the aim that the extend into the glans when the cylinders are inflated? I think my tips do extend into the glans when inflated, maybe about half way into the glans but the glans still feels soft.

I believe the rear tip extenders are at the base of the penis, not the glans. The photo below shows a pair of RTEs (the white objects)
