Is it expected for a percentage of patients to still experience lymphedema 4 months post-surgery, even though the doctor has examined and found no signs of complications or device infection?

I've had 3 surgeries in 11 months this last one was the worse swelling ever and the most painful no clue why .. week 6 still tender and at times it swells ..
