Mininum cock size to receive implant?
Due to prostate cancer surgery plus radiation and catheter I lost dick size (didn't have a lot to start with).

Most of my life I was 7".

Years of ED reduced me to 6".

Robotic Prostatectomy with 50% nerve sparking left me with 4" when using bimix injections.

I had my implant 10/22.

I'm 3" now but based on tons of other people's experiences I believe with daily cycling and VED I'll regain length over the next year.

My girth is bigger now than just prior to surgery.

I don't think there is a minimum size ... particularly for the non-inflatable (malleable) implants. I have seen the malleable penile implants that look like they are "cut to size" . If a penis was particularly short, it seems to me that a malleable would make more sense than an inflatable .
