Hydration
I was wondering if being hydrated would affect the outcome of surgery. Would it help with the sizing rods and insertion of the cylinders and allow more room in the scrotum for the tubing? I’m trying to think of some things that the patient could do to increase their chances during surgery. I know there are different kinds of electrolytes like sodium and potassium, should other things be taken to have good hydration? How long does it take to get properly hydrated after a long period of neglect?

How long is a long "period of neglect". Hydration is pretty quick. Electrolyte balance takes a bit longer to stabilize.
I think, if you are dehydrated, they will not do the surgery until you are properly hydrated. But they can hydrate you intraveously if you are not severly dehydrated. Fasting before surgery is common (and that includes no water), so hydration is in the hands of your surgical team.
I know nothing about the effects electrolyte imbalance would have on surgical decisions except that if you are out of balance, surgery is likely to be inadvisable.

I am not a doctor but been my experience having quite a few surgeries you're really not supposed to drink any liquids shortly before surgery? I'm usually told to fast after 8pm the night before. Google seems to be confirming this for the most part but I will say I'm not certain. I don't think water has much to do with your dick.

I had part of my intestinal tract removed a year ago and my surgeon and after care team didn’t mention anything about hydration. I found through online sources and my GP that I now needed to drink 3 gator aids a day for proper hydration. This was 1 year post total Colectomy. I had a IPP revision done and was not properly hydrated for it apparently. I do recall my surgeon telling me it was very difficult replacing a cylinder. I wonder if not being hydrated had a negative effect on the elasticity of my penis.

Staying properly hydrated is important every day of your life to regulate body temperature, keep joints lubricated, prevent infections, deliver nutrients to cells, and keep vital organs functioning properly. That’s just for starters.
Drinking lots of water a few days before surgery for the reason of getting a larger implant size is probably a stretch (pun intended). But there are so many healthy benefits for staying hydrated every day and especially pre & post any surgery.
