Not a chance. That does not reflect the amount of your penis shaft that is buried in your body. Also, in a VED your penis is under an outside force....vacuum. That is not your real length either. Doctors have a very rigid procedure that measures the space inside your penis for the implant. They will nod their head while you tell them that your dick used to drag on the ground. But they'll only use the numbers that their measuring tool tells them. Anyone that tells you differently is pulling your....leg.
Watch some implant videos on YouTube. Drs. Perrito & Krammer have some pretty good ones but be prepared for live surgery & the accompanying blood.

You are measuring the external part of your penis. Does the implant fit on your external penis or in internal penis? Do you want a firm erection or a floppy erection?
The general rule is that your implant will be about 1/3 longer than the external length. Based upon your 7" claim. You could potentially take a 26cm implant. I find that suspect cause that is very big. Largest implant size they make in fact. So being realistic, there is a chance that your stretched length is misleading you.
Your surgeon will use a method that the implant companies use to size you. Its kind of hard to manipulate those measurements by very much.

Look for your pre ed length and girth. I got that back after about 2 years of hell and shrinkage.

You never posted what that was.
