You have already been told, "Ignore the stigma since it is likely only in your own mind. Acknowledte the fact that the world knows that men have penises and they are different sizes."

More useful and already given is to wear more supportive underwear and dark, baggy pants.

You could research your heritage and find Scottish (or some Irish) ancestors and wear a kilt with a decently sized sporran.

Now we get into my real advice.

One is similar to prior posts. Let the bulge bulge. Just shape it so it does not protrude like an erection.

Making sure you really are completely deflated is the first priority. If your penis is long enough that it should hang down and does not "hang" down, you are likely not deflated completely. If your penis is less than that, wearing it pointed up or up and to the side works ideally for me. I have worn briefs most of my life anyway, so very little change for me in that regard.

Jock straps and compression underwear have already ben mentioned. Check out "Spanks for men" (yes, that is a real thing)

People who carry concealed handguns, because a handgun will "print" its outline through clothing, they have a saying, "Dress around the gun." This means to wear clothing that disguises, camoflages, covers, and conceals the gun. This takes some planning and limits your clothing choices somewhat. (A competitive racing bathing suit will be out.)

An extreme measure would be to wear padding to add extra bulge to your midsection and hide your penis that way. If you don't mind people thinking you are a bit overweight.

More practical is to change your shirts. Shirts designed to be worn untucked and kind of long.

I for one, have a completely different take on the concealment question. Yes, men have dicks and balls and everyone knows it. I feel no shame in showing some bulge, and like my new and improved, larger appearance with my implant. If out in public, and someone does take notice, (which has only happened to me twice that I have noticed) rarely occurs, but does beg the question about why they are so busy crotch watching.

I really struggle to understand why men feel the need to hide their bulge.
Women walk around in Yoga pants showing off their ass and their camel toe. They wear tank tops that show off their tits and nips.

With that said, I would ensure it is pointing in a way that doesn’t look like an erection-that WOULD BE awkward in many situations.

Society's standards for men and for women still differ. Men seek to conceal their primary sexual organs and women seek to display their SECONDARY sexual characteristics in more-or-less subtle ways. Flaunting ways still receive the condemnation of society. I note that the "camel-toe" you mention is considered a fashion faux-pas, as nipples were in the past, but in recent decades have become more (but not totally) acceptable.

My point is that a man displaying an (apparent) erection in public is considered indecent in most venues. In some more conservative venues, even displaying an above-average flaccid is considered impolite.

Having said that, I do agree with your conceptual point. I support egalitarianism, if not outright equality between men and women. Men should be able to proudly (and with modest decorum) wear their bodies as God made them in size and shape. The OP should make every effort to get over the compulsion to hide his bulge. It is what it is. If it is not truly offensive (like a raging erection), society SHOULD simply regard it with no more comment than a person's nose.

I took my grandsons to Las Vegas to a Basket ball tournament they were in when I was pumped 80-90% during early healing. I went commando under my basket ball shorts. In the same hotel there was a large batcherolet party going on. All the girls were dressed to out slutty each other. On had an amazing nude body hidden only by a near see through slinky dress. We had great fun when we would pass each other in the halls. I was sticking straight out a 3:00. They approved positively to my outfit. Lots of laughing and giggling. Of corse we we're all 2 sheets to the wind most of the time.
