4.5” is only .75” below average. I would think he would eventually expand beyond average after implant.

Dont even worry about being 4.5 inches. Some boast of having 7 and 8 inch cocks but many of them are soft cocks. They may sound impressive but they bend and i've been told by a couple of lady friends that they would rather have something hard.
