To address parts of your post. Testosterone will not give you length back. If it did I'd be hung like a mule. Cialis, might slow down the loss a little. But it didn't help me. It's the lack of fresh blood flow & the corresponding nutrients that leads to atrophy.
To the best of my understanding, VED use followed by an implant is pretty much your only path. If pills & injections are not working now.
The VED regiment is found in several threads here. Perhaps you could ask your surgeon on what he suggests.
To my understanding. There isn't any reliable enlargement methods. Don't go & damage what you have.

Vacuum is vacuum. Medical grade V.E.D.s last longer than the sex shop "toys", but the difference to your penis is minimal. $50-$100 (US $) for an operational VED from a sex toy shop (I recommend one with a vacuum gauge) will apply the same vacuum that a $500 medical grade device. There are some enlargement surgeries that work, but they carry a degree of risk that I do not find acceptable. Unless your length or girth is untenable, I would not choose to risk damage, particularly not if your current size is acceptable to your partner. Gilding the lily is not worth the risk of losing the flower entirely.

I went & reread his prior (only) post before my reply. Sad as his situation is & his asking for a path is sincere. I felt a more general answer was in his best interest.
He appears to of suffered a serious injury. That, again, in my opinion really needs a doctor to be involved early on to get a viable treatment plan.
In the agricultural world. His type of injury is similar to how many animals are castrated. Constriction band until the the testicles die & fall off. His injury is to his penis & fortunately the blood flow was reestablished.
Lost Sheep, we are on the same page for a VED. It is a simple device, the results are amazing. FFIW, I built my first one. Overall, buying a cheap one is likely a better path.

DO NOT DO ANYTHING WITH DR. ELIST. The Penuma is a piece of shit. I did it and had it removed. It is the cause of my ED. I know MANY other guys who had it and get it removed.
