Something is missing in the OP.
HIPAA is the law of the land, no 2 ways about it,
When you say release, if it is to the employer's medical Drs, that is OK. They cannot tell anyone you have an implant.
But why would an IPP not to get you a job?
More details needed.
What job requires you to use your dick for the job (aside from porn)?
