The way I interpret this is that this implant does, in fact, "grow it." The wording is purposefully vague because Boston Scientific can't exactly advertise saying, "the AMS 700 LGX is an implant that makes your dick bigger!" But the research suggests it can, in fact, make your dick bigger.
If this were true Coloplast would have no business!Its called marketing hype!Theyvmake a quality product but growing it bigger just isn’t happening.
The concept of the AMS increasing size does make sense to me, and it's supported by research. Let's say one man had a 6" dick back in the day, and after years of ED most erections are ~5.4" now. Pre-op a VED is used to reduce the disuse atrophy and allow the surgeon to maximize length during implant placement by measuring your pre-ED size. Post-implant the device itself that was measured to correctly fit the 6" dick can increase 25% more on its own now, thus making your dick bigger.
I know right now I have a stretched flaccid length a bit over 9" and it never was before. I'm yet to only inflate to that size but it seems possible with continued exercise. I would also expect a decrease in size over periods of zero exercise back to some baseline.
For the record I don't know these are facts. I am not an expert. Or a doctor. But it seems right.

PI surgery does not decrease penile size compared to the preoperative stretched measure but preserves or increases it for the great majority of patients. Men having an IPP are likely to witness a more substantial length increase than those with a MPP. The outcome of PI surgery was not affected by co-morbidities such as diabetes, HTN or PD.

And this one states that out of a total of 342 patients, only two did not increase their stretched flaccid after implant - all over 340 did.
Because of the aggressive cylinder sizing and postoperative penile rehabilitation inflation protocol, all of the patients, except for two, experienced an increase (approximately 1 cm) in the stretched penile length. To prevent penile shortening, concomitant surgical interventions, such as a sliding technique, suprapubic lipectomy, suspensory ligament release, and ventral phalloplasty, have been developed and used [11, 12]...The results of our study suggest that the AMS 700 LGX IPP could be used to prevent penile shortening in patients undergoing IPP implantation. Furthermore, erectile function and patient satisfaction were improved excellently.
