If an LGX is recommended to be undersized by 2cm, but can grow by more than that it still seems risky to me. I don't wanna grow in length, i just want tissue safety.

You are overthinking for sure. The titans all reach +1cm over their stated lengths (per the studies) and in the deflated state we are all about an inch shorter. As soon as the cylinders soften up they accordion a bit, just not as much as AMS perhaps. When they say dog ears it's more like a bassett hound than a jack russell. There's a lot of crunch.
In short, none of these implants will keep pressure on the glans unless you include malleables. Also, obviously surgeons are not putting in -2cm across the board. The amount of expansion depends on the baseline (listed size) of the model you get, and any good surgeon is using a bit of intuition here.
With a trusted high-volume surgeon you are going to get just what you need and the only real choice you need to put forward is do you want slightly more natural flaccid or slightly more "steel" in your rod. The differences are not extreme.
