See in terms of getting fitted for an implant, does any of this even matter?
The test is gonna be bone pressed, but surely the amount of fat there (even a small amount) is gonna mess up the measurement?

The measurements the surgeon takes are taken INTERNALLY. Your fat will have no effect.
Your weight gain alarmed me, though. (Congratulations on being able to take it off.) I recommend you get yourself to your GP or an endocrinologist and get tested for pre-diabetes.
Ah I didn't go into it, but I actually put the weight on on purpose. I was close to being underweight last year so I took in extra calories and did weight training. Some of these 28 pounds will be muscle, but for sure I haven't been pushing myself enough in the gym and most of it is just fat.
At no point was I officially overweight though, even with 28 pounds gained I was still within a healthy BMI, although I did come close to over stepping it.
