What is the correct way to use a VED with an implant after surgery? Pump first then VED?

It shouldn’t really matter. I do it both ways but leave both engaged at the same time. It’s more about best use of time.
The implant puts out many times more force than the VED and the vacuum tube is pulling “through” all the soft tissue anyway. In other words, the implant is working directly on the tunica and the VED is working directly on the glans.
This is essentially why vac pumping is one of the slowest forms of enlargement. Its training the soft tissue and basically you are hoping the CS “pulls” on the tunica in turn.
