Sure PIV sex is possible when you are not aroused, you are able to make your dick as hard as you want. Pleasurable for both would be dependant upon your definition of pleasure while not aroused.

Yes indeed you can, UpNorth, OldGuy and EDJohn are right!

Even if you aren't in the mood and your partner is, once you pump it up and start foreplay it won't take long before you'll be aroused even if you weren't at the beginning.

My wife doesn’t notice if I’m not aroused when we start PIV sex, she just likes my Bionic Dick as hard as I can get it. I doubt it, based purely on physical attributes. If you are 100% pumped up then it's a full on erection, and often much harder than a natural one.
The only giveaway might be if your partner can somehow sense that you are not "into it". But that ephemeral body language would be the same even without an implant or ED.

Re your original question - Like the other guys have said, once you are pumped up and in the act, arousal usually follows quickly even if you weren't in the mood initially. That's my experience as well, but I'm usually more than ready mentally, even before I go for the pump .
