Inflatable implants come in set lengths that vary depending on the manufacturer. Malleable implants can be cut to length, but I’m not sure if there’s a minimum that a surgeon would be willing to cut it to.

No, there are many sizes the surgeon has available. Of course that depends on the type of implant you want.
