I have ed due to venous insufficiency and was wondering if a device like a vibrating ring such as a TENUTO would help with blood flow, etc.
Has anyone tried it or heard of any positive results?

74 yr old, married 9 yrs. On sildenafil for four years until stopped working then switched to injections 2 yrs ago but not found right solution yet.

I'm not familiar with that device but pre implant and pre ED I tried other (cheaper) vibrating cock rings with mixed results.
They all operate on the same principle, but things like fit/adjustment and intensity and/or patterns of the vibrations can affect the results.
Any cock ring will hold the blood in an already erect penis if it's tight enough. How long it can do that depends on how robust it is, how easily it can slip off during use and so on. I always found the tighter the better. But I wouldn't say that a cock ring or vibrations caused blood flow on its own. It's a combination of retaining blood in the cavernosal tissue from whatever level of erection you are able to achieve, plus (potentially) arousal from the vibrations. But blood flow from arousal is largely psychological. So to have any meaningful effect I think you would need to be horny as well.
That's a very expensive device if it doesn't work as hoped. Have you tried any cheaper ones to see if they help?

I never had any luck with cock rings, even before ED. One issue with them is you have to obtain a fairly good erection before putting it on. The design is to keep the blood in the penis so it has to be very constrictive. The caution is keeping the blood flow restricted for too long can lead to permanent damage.

I tried the TENUTO 2 and was greatly disappointed with it. Can’t say that I would recommend it. But, maybe for some guys it works for them?
Age 59, happily married over 39 years. Take daily Cialis, supplemented with Levitra before sex. Also use a Vacurect VED with a Pos-T-Vac Mach Ring. Still trying to get TRT dialed in.
