I'm 23 years old and have never had sexual intercourse before. How do you explain the implant to your partner?

If it’s a casual hookup you don’t have to. I’ve had numerous experiences and none of them detected anything was unnatural or wrong. Pumping up the implant can be done discreetly, a bit at a time as things heat up. If they excuse themself to the restroom or to grab condoms or lube or a towel, or change clothes or…
If it’s a dating situation then you’d want to disclose but you don’t have to give all the detail at once. The initial mention of it could be pretty general before getting more specific later as they ask questions. “I had problems with ED but I got it treated.” could be the initial mention. Mentioning you had surgery to treat it is a great level of detail. Eventually as the relationship developed and the need for detail progressed more could be shared.
Like a lot of other subjects it would be inappropriate to go into deep detail at the outset. The same is true for lots of other things in life (complicated family relationships, other health issues, prior mistakes).
Don’t let concern about explaining how you solved your ED problem keep you from solving your ED problem.
