A decent manual pump can be assembled of parts easily available at an auto parts store. There was a thread mentioning that (with specific part numbers, too) a while back. (As I recall) Cost was under $50 and included a vacuum gauge as well.

I have adapted the metal pump (above) to a cheap tube ... and have used it for 4 yrs. with no problems ... not bad for $40 ...
