I think I figured out what's going on. "This note was created using voice recognition software." I think the software misread him in transcribing the report and what he said was LIDOCAINE.

I presume if I can find an out of country supplier it wouldn't work as it needs to be in a cooler or it will degrade quickly, correct?

Nonononononono.. not at all. There is NO PGE, it's Bimix and looks to be a weak one I never heard of. Papaverine 30mg/ml - Phentolamine 0.5mg/ml. 0.5mg??? It's typically 1 or 2 mg of Phentolamine.
