Yes that is in a deflated state. It can go more deflated, but then it almost looks flat. Also I tend to get some backflow in there when I am 100% deflated so it never actually stays 100% deflated for me, which is fine.

Surgeo is a great option.
There are some physicians that will accept Care Credit (Karpman may be one).
AMS now has financing options through Ally Bank, Clavell and Blick use them.

Ive had both PS and IP and could flex with both.
IP was much quicker recovery, but also caused me to be shortened on cylinders which then needed a revision. This was due to a biological inconsistency that around 5% of guys have where their erethra ends a few cm lower rather than higher.

I have PFS which is similar to PSSD. My libido is zero though.
Backpacking and hiking will be absolutely no issue. I ride my bike now and do not have any issues either. I think I went on a bike ride 4-5 days after my implant. However, I never ride more than a few kms.
You should be fine.

I wear 2 pairs of tight briefs.
You have to buy a couple different types of briefs and find ones with more support in the penis region. Some types hold it down well and others dont.
